1. General competence profile for a local government administration Worker [download]

Starting to work on a  trainings program we want to determine the general competence profile of a worker, describing "the necessery knowledge, skills and attitudes meeting the tasks at the appropriate level".   The general competence profile can be a part of the human capital management (zkl) in local government administration.  In conjunct, the following may be used to improve the process:

  • Recruitment and selection
  • Descriptions of jobs
  • Analysis of training needs
  • Examination of the effectiveness of training
  • Evaluation of employee potential
  • Talent Management
  • Career planning

2. Report with the diagnosis of the training needs for the local government administration employees on the community level [download]

Analysis of training needs will be the result of a prepared competence profile  but also will arise from interviews and surveys conducted among local government officials. Clarification of expectations as to the competences that should be exhibited according to a post held within job structure and the description of training needs will help characterize areas used to build future training programs.

3. Preparing trainigs package

Training program based on the experience REFA Bundesverband eV will contain the elementsof building the organization, expertise, relationship with the people, self-management. Experts from Germany, Poland and Slovakia will work on a detailed modular training program. The proposed trainings will be tested in Slovakia and Poland.

4. Trainings accreditation [download]

The trainings program for administration JST will be subject to accreditation of certification bodies.
